    “L’hebdo des Socialiste”, the weekly magazine of the French Parti Socialiste, features the PES Manifesto and PES activists.



    In an interview Poul Nyrup Rasmussen explains the unique consultation process behind the PES political programme and talks about its contents.



    More than 300,000 activists visited the blog Yourspace, the platform dedicated to the consultation, submitting more than 500 contributions, as highlights Philip Cordery, Secretary General of the PES.

    As you know, the PES manifesto for the 2009 European elections will be adopted at the Council. And you have the chance to speak in the Council through a video message.


    Here is what you have to do:

    - Send us a video of you and/or your local comrades answering the question: Why is it important to have a common manifesto for the European elections?
    - This should be a short informal video (maximum 90 seconds), don’t forget to mention your name and party (and your comrades’);
    - To show it in Madrid, we need your video in high resolution (up to 100MB) in .mpeg or .wmv format;
    - We need your video before 9th November in order to have time to edit it.
    - Send us your video through a website that provides transfer service (see below)

    Marek Siwiec, Vice-President of the European Parliament and member of the Socialist Group in the EP has initiated an action "Good Bag". 

    Throughout his constituency in the Wielkopolska region Marek Siwiec's assistants and members of local bodies of Democratic Left Alliance (SLD) have been distributing eco bags of the PSE Group in the EP with attached letters of the MEP and leaflets with environmental tips. 

    Also, the inhabitants could take part in a survey and find out about their Carbon Footprint.

    The action, very much liked by the inhabitants, will be conducted in 30 districts.

    Plus motivés que jamais, les militants du PSE se sont équipés, au stand du PSE, de T-Shirts, drapeaux, et autre matériel de campagne, pour affronter la droite conservatrice européenne dans la campagne des élections européennes 2009.

    Rainbow Rose LGBT, an observer member of the Party of European Socialists, has been present throughout the consultation of PES activists since the very beginning in 2007. Our network produced a contribution to emphasize the need for the European Union to ensure that one of its core values – equality of rights for all – is going to make new progresses that will benefit all citizens.

    During the past months, we collected support for our proposals among activists, being constantly present in PES events. At the same time, we made efforts to introduce our contribution to PES leaders and to members of the European Parliament. To this day, more than 40 MEPs publicly support Rainbow Rose’s contribution.

    Among our concerns, along with the promotion and the monitoring of Human LGBT Rights all over the Union and in the world, come some very concrete actions that are fundamental to the Union’s policies and principles.     300 PES activists are in Vienna to discuss the proposal for the manifesto2009! PES President, Poul Nyrup Rasmussen, Alfred Gusenbauer, Federal Chancellor of Austria, Andreas Schieder, State Secretary within the Austrian Federal Chancellery, and Ania Skrzypek, Secretary General of ECOSY, welcomed the participants during the opening ceremony.

    Today four sessions took place on "Campaigning" and on the "Manifesto" issues. The participation was high with very positive outcome!

    Vienna receives this weekend the first PES activists Forum. “Vienna 2008 – a strong voice for European social democracy” gathers together leading politicians from PES member parties, activists and experts to discuss the outcome of the manifesto2009 campaign. They will draw-up their ideas for a strong campaign for the next European elections.

    The opening session of the Forum is scheduled for this afternoon. Tomorrow, four parallel sessions will take place on both “Manifesto” and “Campaigning” themes.

    During the day, participants will discuss not only the four consultation themes – “Save our World, “New Social Europe”, “Europe in the World” and “European democracy and diversity” – but also other transversal issues such as “Experience in Europe – Cross-border campaign exchanges”, “Strike back on ultraconservative speech”, “Social networking over Internet or “A European dimension in European election campaigns”.

    The Forum, organised together with the SPÖ, the Renner Institute and the Foundation for European Progressive Studies (FEPS), will close the PES manifesto consultation.

    The European Network of Social Democratic Foundations (ENSoF) became very involved in the PES Manifesto consultation, coordinating research with their 16 member organizations. They started in January 2008 with a preparatory workshop in Vienna and since then successively held four further workshops in Sofia, Athens, Paris and Rome – one on each of the core themes. Debating the draft papers with MEPs and other experts in Brussels on May 29, ENSoF finally delivered a very comprehensive booklet as their contribution to the PES Manifesto consultation.

    The scientific yet political approach of the foundations to the most important issues on the European agenda undoubtedly represents a unique enrichment to the consultation process. Having done extensive analytical research, ENSoF also presented a number of concrete proposals on “Europe in the world”, “European Democracy and Diversity”, “Save our Planet” and “New Social Europe”.     Have you ever imagined how many elderly can not afford to go on holidays and the consequences on their wellbeing?

    Taking this into account, several Socialist MEPs launched an initiative that intends to enhance senior’s quality of life. How? By giving them the opportunity to go on holidays!

    The program follows similar experiences in Spain, Portugal and Great-Britain. The idea is, through EU funds, to allow seniors to travel in different tourism structures across Europe. The investment would enable savings in many other areas such as unemployment compensations or the collection of taxes resulting from the touristic activity.

    The benefits would include:

    - New and better jobs over the whole year
    - Better management of tourist flows
    - Promote partnerships between the public sector, the private sector and the social economy sector
    - Enhance quality of life of those who usually do not have the means to go on holidays

    Quality employment and quality public services and not “market obligations” should be the driving principles for the European Union in order to foster social inclusion, equality and solidarity.

    The European Federation of Public Services Unions (EPSU) welcomes PES initiatives striving for better public services such as the call for a specific horizontal framework that should set out concrete quality standards and criteria. This horizontal legal framework, based on the public services protocol annexed to the Lisbon Treaty, could serve as a departure point for sectoral initiatives and could be an opportunity to give more scope for the inclusion of social and environmental criteria in public procurement contracts and in productivity indicators, to raise good administration, transparency, democratic control, to promote more gender equality and to guarantee equal access to public services.

    Concerning employment, a “quality work” has to be preferred to a “flexisecurity approach”. In this respect, EPSU advocates fair working conditions, full rights and representation including better collective bargaining rights. There is also the need to do more in order to improve gender equality and to promote life-long learning especially in the hospital sector....

    Supporters of the PES manifesto2009 of the French Parti Socialiste gathered for the presentation of the contribution of the Strasbourg Federation. During the meeting, held at the capital of the Alsace region, Patrick Dollat, Europe Secretary-General of the Federation, emphasized the transnational framework of next European elections to be hold in June 2009.

    “We should do a European campaign rather than a national or a campaign based in Brussels. Citizens should be our priority and we should be right next to them”, he said.

    Philip Cordery, PES Secretary-General, and Mathieu Cahn, First Secretary of the Strasbourg Federation, also participated on the meeting.

    According to Philip Cordery, the PES manifesto can be an important step to fill the gap between Europe and its citizens as it is offering grassroots the possibility to actively define a common campaigning agenda.

    The PES Group in the Committee of the Regions (CoR) has delivered its contribution for the manifesto2009 adding to it an extra document on gender equality to complement the four defined themes.

    Mercedes Bresso, President of the Group, stresses the dimension of local authorities when it comes to create policies aimed at tackling issues falling under the four themes on discussion.

    Given that the local and regional dimension is key for the design and elaboration of policies falling under the four themes identified by the PES as the most relevant for the PES Manifesto, the PES Group in the CoR, as the institutional representative of locally and regionally elected Socialists and Social Democrats, successfully mobilised its members to consult their own constituencies and fellow citizens at grassroots level”, she says.

    I meet many well educated, broad minded young people who are going on to be key players in the new Europe. The support of such young people is essential if social democracy is to prosper in Europe so I asked one of my groups to discuss the four consultation papers. Some of their observations and proposals raise serous questions as to the appropriateness of our current approach to the electorate while others chime in with our own attitudes.

    Social Europe

    The individual is missing in the papers with too much weight being placed on the group and not enough on the individual. There is a need to strengthen the position of the individual. The approach is seen as backward looking and dangerous reminiscent of that in the old USSR. This was seen as a key failure by all students! It is important to have a European wide minimum rate of corporation tax and there should be no competition between member states on the basis of tax rates There is a need for common labour standards with the same labour rights for all workers in relation to matters such as pension and retirement systems regardless of the... read more

    A very important meeting to prepare the PSOE's general contribution to the PES manifesto2009 was held this Tuesday in Madrid. The meeting took place under the patronage of Elena Valenciano, responsible for PSOE’s International Relations, and Diego López Garrido, EU Secretary of State.

    Elena Valenciano stressed that “Zapatero’s policies are nowadays a reference. Therefore successful politics in Spain can also be successful in Europe”.

    Yesterday Flemish social democrats concluded their debate on the PES manifesto. Over the last month Sp.a, the Flemish social democratic party, has hosted four debates on the themes of the PES manifesto consultation – yesterday evening was the closing event, a final discussion of common priorities for the 2009 elections.

    Among other things the evening featured testing of ‘carbon footprints’, videos, debates with NGOs, labour unions and politicians, and speeches by Caroline Gennez, leader of the Sp.a, and Poul Nyrup Rasmussen, PES President.

    Within the last weeks, a working group of the regional SPD in Berlin, discussed and published 8 building blocks to put the PES manifesto debate on a more concrete level. Following the analysis of the European element in the different national programmes, we tried to focus on some 8 main topics, of which we were sure, that there should be consensus amongst Europe's socialist and social democratic parties.

    Our idea was, that if it wouldn't be possible to agree on a PES manifesto as a whole, it should at least be possible to find some key ideas to put in the different national programms for the European elcections in next year: at the last election in 2004 not even the national programme became very popular in the German public... Which is why we hope, that a more discussed and therefore implemented manifesto in all EU member states would not only gain more success in the elections itself, it could in addition help to give the citizens of Europe a better idea of socialist or social democratic policy in an for europe!

    Les socialistes français, très pris par les élections municipales qui se sont tenues les 9 et 16 mars, se mobilisent pour le Manifeste du PSE.

    Dans cette optique, une journée complète de travail à Bruxelles a été organisée sur les changements opérés au sein du PSE depuis 2004 et le Conseil de Bruxelles, la novation introduite avec les militants du PSE et surtout l'élaboration du Manifeste 2009.

    Reunion au siege du PSE

    La plupart des Secrétaires fédéraux Europe et/ou International ainsi que les Premiers Secrétaires fédéraux d'une trentaine de fédérations présents ont bien saisi l'enjeu que représente le Manifeste. Evidemment, la campagne référendaire de 2005 est encore dans les têtes mais dans l'ensemble c'est pour mieux la dépasser. L'instrument essentiel pour réaliser ce dépassement étant la consultation des adhérents.

    Autre enseignement tiré des dernières élections européennes de 2004, réussir la politisation de la campagne sur un plan européen, notamment en mettant en avant 5-6 mesures communes.

    The Eurosocialists in Geneva have also sent in their ideas for the PES manifesto - read the full document here. The group proposes the following four objectives for the EU in the world theme:

    • Eliminating poverty, promoting decent work and respecting human rights
    • Towards more equitable and effective taxation (at all levels)
    • Towards better global governance
    • Enhancing our security in the framework of NATO and the European Neighbourhood Policy

    The manifesto theme 'EU in the world' was also on the agenda when PES activists from Denmark, Sweden and Norway met in Jørlunde, Denmark on March 1st and 2nd. Here are a few conclusions from this dedicated discussion group:

    • Prioritisation of human rights and democracy in the world. This area of prioritisation must affect political support and trade conditions in countries and areas globally. Workers rights and women’s rights must be included as well. EU must show clearly, that there is a difference in the treatment of countries and areas, where democracy and human rights are respected.
    • Economic, climate and social sustainability We need to give technological support, build states, and give right to energy to the citizens. All people should further have a right to education. All of this is to be implemented with a view to sustainability.
    • Human ressources Knowledge sharing, education, and sensitivity to brain drain must be thought into EU global policy.

    Among the activities of the gathering of Scandinavian PES activists in Jørlunde, Denmark, was a discussion group on the PES manifesto theme 'European democracy and diversity':

    The workshop was introduced by Yildiz Akdogan, member of the Danish Parliament. She presented her thoughts on the dilemmas posed by our belief in democratic institutions governing by majority decisions while seeking to protect the civil and human rights of individuals as well as groups to live their life respecting their cultural heritage and personal life-choices.

    Our perception of modern society should include a compromise between individual and collective needs, strengthening democratic influence on European institutions while securing minority rights. The workshop participants believed that our family of political parties are the right actors to build this alliance, since our concept of human life and potential indeed always has been a much broader one than those of the right wing.

    Scandinavian PES activists met in the village of Jørlunde, located on the island of Zealand, Denmark on March 1st and 2nd 2008 to discuss European democracy, politics and the PES manifesto.

    Over sometimes heated discussions, the 80 participants agreed on a number is issues, which we feel must be included in the PES manifesto. Here is our suggestions for the theme
